I fully understand your concerns. You are correct in your assumption that the tool fits onto the clutch or output shaft and locates in a position of TDC. However it is designed in such a way that the key in the tool sits in the portion of the output shaft between the worn area caused by clutch usage in the outboard and inboard configurations.
