The clutch retaining bolt is 5/16 inch u.n.f not metric. Use a 1/2 inch a/f or 13 mm ring spanner. A sharp tap on the other end of the spanner will loosen the bolt against the inertia of the flywheel. Assuming the normal 2 shoe magnum style clutch, note that the diagrams on the Noram/magnum website are confusing and probably wrong,. see thread on Karting 1 .co.uk 4stroke forum, dated 08.05.13.
