When should a clutch engage

Hi
Very new to kart ownership and have what i think is a solid pro kart to get going.

Took it out for first time and noticed that on start up the wheels soon and clutch engages straight away. Is this normal?

Also one engine starts ok but needs the choke left slightly on all the time or it stalls. How can I get the tick over to improve without choke?

Any other tips on engine maintenance much appreciated
