the old engine argument could rumble on for years and years,
but what about more general stuff that could easily be introduced :

i think the qualifying at w/l is too long 7 laps would do it and stick extra laps on heats

how about 1 or 2 sets of tyres per championship stamped and left at the circuit

how about an o plate meeting, or sprint race nights during summer ran like a race day but with reduced laps and reuduced enrty fee

maybe the club could invest in a couple of karts which could be hired for the day to allow interested parties to try out racving before a big investment
