Hi Brian. hanks for your help.
Im a beginner so please bear with me....

- is the engine needing a decoke?
i have no idea.
- what oil was it running on?
Cool Power (green stuff)
- does a plug change help the idle?
new plug does not help
- any mods done to the valve timing?
G4 springs were fitted
- any mods done to the ignition timing/removal of key?
advanced timing key was fitted. I have since tried the old key (with no 'step') and it makes no difference.
I also fitted GX140 emulsion tube and 0.75 jet to carb. Have reverted back to the old tube and jet (don't know which ones they were) and this also make no difference.
- what sort of compression reading does the engine have?
No idea

Im guessing that the mods i made (new valve springs, new emulsion tube and jet, new timing key) are the source of the problem but i have now switched back to old items (with the exception of the g4 springs) and still can't get the motor to start and run.
