You need to understand how a carb works. On the intake side of the carb the bore is larger, this larger amount of air is acclerated as it gets drawn through the smaller bore. This accleration causes a low pressure area (vortex) at the emulsifier jet this allows fuel to be drawn out though this jet and atomize with the air. This is happening in the larger diameter area at the backside of the carb. With the restrictor fitted in this area of the carb the air flow is reduced and disrupted and that's why a restrictor in this area works. To the best of my knowlage.
