As I understand it, the organisers of a non-MSA meeting are allowed to set whatever standard of scrutineering that they want.
Including using scrutineers who also scrutineer in MSA events and using regulations that look a lot like the MSA regs.
And, since at most non-MSA meets the organiser's word is final, there doesn't seem to be much to grumble about.
Unless of course you want to set up a national organisation to set standards across different clubs, with a judicial system to replace any possibly idiosyncratic decision with a reasoned, legal standard answer. Perhaps one would call the the Non-MSA, it could use some empty offices in Riverside Park.
