I shouldn't think this thread will last long now, but just as a point of fact: Running without valve stem seals reduces performance. Not only does the hot crank case gas disrupt the inlet charge, but the valve spring pressure is reduced. (the latter point means it is actually illegal to run them under US regs) Difference is measurable on the Dyno.
It was standard practice for many years not to run them in Endurance, because they fail quickly anyway. But the regulations were at best unclear on this point, especially for Cadets. Bear in mind that early engines are not fitted with them anyway.
None of the above arguments, backed up with proof, cut any ice in the MSA court though, as you might expect. In fact said argument was considered to be a waste of there valuable time.
