It is very difficult to give figures without any idea of your son's experience as the greatest gains may still be in him - are all his laps within 1/10th or so?
If the tyres were stores in an unheated garage for a year then I would suggest getting another set as they may be ruined now.
Is it just the tyres that have stood in the garage for a year? If the chassis was also standing then there could be some rust spots that need cleaning off.
Have you checked the clutch to make sure no rust had built up while the engine has not been used?
