19T or 20T clutch in Honda cadet

I've come across a lot of people running 19Ttooth clutches at certain circuits in Honda Cadet who tell me that this gives more pulling power.

If this is true wouldn't you use this on every circuit? When would you use a clutch with more teeth and why?

Finally how do I determine what sprocket to use if I change to the 19T clutch?
