as said previously - get a copy of the advert from here then get it registered with the small claims court - its only about Ł35 to do and it might give the seller a pang of morals!

I'd also ring citizens advice for help and may even be worth a call to the police? not sure that they'd do anything, but they might be able to do something?

If it still doesn't work, your other option is to try and find a legal chassis, then transfer all the bits - wheels, engine, seat etc from the old chassis - not ideal but may be cheaper than starting again
