The cheap engine would have good low down torque but not able to rev to 6200rpm like the SP engines are capable of. The power would be less but probably not by very much. The torque would be increased over the standard engine. Gearing would minimise the performance gap over 8 laps.
The sealed bottom end would be to fix whatever cam timing the engine originally had but would be replaceable by a new bottom end for Ł100+vat and so engine costs would be limited. "Enthusiasts" could still work on the cylinder head (which would be subject to scrutineering)to eke out the last vestige of performance.
