Engine no:2 is probably the "best" but ideally you should compare the torque and power curves against each other and what rev range you use on your particular circuit[s]. You may find the engine with the best torque is more suited to a tighter twistier circuit whereas the one pulling more power at higher engine speeds would suit a faster flowing, more flowing circuit.

Just because an engine shows more max torque or max power than enother doesn't tell you everything because it may well show lower figures over the bulk of the speed range. That's why [as lard ass bob states] you need to look at the complete torque and power curves.
