GX160 with a Flat Spot

My 160 starts ok, tick's over ok, but when you start to rev it cuts out unless you use full throttle.
If you slowly pull the throttle back from tick over to full power you can hear the rev's dip before reving fully.

I've cleaned the carb and tried a different one.
Same problem

Any advise??
