The cam gear position is not subject to any regs I have read, so can be positioned at whatever position you want.

Ignition timing is subject to most regs so must not be outside the standard setting of 25 degrees before top dead centre (btdc).

btw, wider exhaust valve clearances give more torque than tight clearances.
