Is there a guide on reseating the rear axle?

Found a thread on here about tightness of bearing carriers (I've got the 2 half moons type). I will try loosening slightly, but- using brand new standard bearings, with nothing on the axle except the bearings - I'm not seeing much 'free' rolling. Grub screws are tight in to dimples and the axle looks pretty straight. Axle is centred based on the distance from each end to the outside bearing carrier.

Could just be that I'm expecting too much!
