As per the above answer as the exhaust rocker has a de-compressor which operates at less than tick-over speeds to enable you to pullstart it . You can remove the carb if you want so it does not offer any in-line interference with the air flow on the test for an accurate compression test . Also when pressure is built up watch the guage and see if the reading goes down and how quickly as an idea of "leakage" there is . Do the same after a hone and a new set of rings and a valve grind and compare your results , should be a marked improvement . Aim for 150psi , around 120psi usually means time for action ...
