Is this definitely happening?

I was considering moving to max for next year because I figured if I've got no chance of trophies I might as well go fast and have no chance of trophies.

But if this is happening it'll give me something to aim for next year - I'll spend the money I had set aside on my Prokart or a newer Prokart.
