They sound like caster inserts which were last used on the early 2010 frames. Later frames had the round eccentric camber/caster pills.

Your will have a number on it. The largest was 2 and reduced in 0.5 increments to a round one which was zero. There will also be one on the bottom of the "c". Adjusting the camber/caster with these is easy. If you have the alternative numbered inserts it is simply a matter of unbolting the king pin (the Allen headed bolt you mention) and replacing the insert as necessary. If you look at one you will see that the hole is off centre. If the thinest part is pointing forward and say you are using a 2 insert that will be caster off by 2 degrees. If the bottom insert is also a 2 the thinest part should be facing back which will achieve a further 2 degrees caster off. Spinning both of these through 180 degrees you can add 4 degrees caster on in total. If these are the 2 extremes using different insets top and bottom you can achieve every increment in between.

Camber can be achieved by turning the inserts up to 90 degrees. Yes it does reduce the caster but that is the compromise with this set up.
