Dyno's are actually very simple devices (inertia ones anyway)
Basically a flywheel of known mass, being accelerated and the rate of acceleration recorded. Power is work done (amount of increase in flywheel speed) per unit of time.
Yes there is a correction factor for atmospheric conditions, basically how much oxygen is available due to changes in air density but again this is measurable and a correction factor calculated.
Saying that, there is almost no correlation between different dyno's. Yes you could test dyno's and adjust the output figures to calibrate them but that's not their value. The best dyno is one that gives consistent results, the moment you calibrated it to mimic the results, another one gives, you loose the value of all work you've previously done on it because you can no longer compare power runs before and after the change.
So basically you have to only compare dyno figures for engines tested on the same dyno
