I may be behind with proposed changes for 2015, but isn't there 2.5:1 kart:driver weight limit rule too ?.

If so, then any cadet under 30.2 kg won't be able to race. Won't that penalise the smaller (younger) drivers ?

I thought part of the concept for "Super Cadet" was a bridge for driver weight and a stepping stone to the mass/power/speed of the Junior classes.
