taking out the valve inner sometimes does the trick
or
use a belt/tyre band or ratchet strap around the circumference during inflation.

oh and use some tyre soap to allow the bead to seal easily

note: some lubes cause tyre sniffers to indicate illegal tyre softners being used so beware!
