Are your talking about a GX200 with these mods:-

Size 75 Main Jet,
140 Emulsion Tube,
18Lb Valve Springs,
4* Advanced Timing Key,
.010" Thin Head Gasket,
Valve Lapping,
Multi Angle Cut Valve Seats
Debaffled Exhaust,
10 Horsepower & 6500RPM.

If so then i can tell you that their dyno must be reading extremely high. Its easy to inflate the figures and what reads 10hp on one dyno may only be 7hp on another one.

I will let Henry and others also post what they think an engine with the above mods will show but in my experience you would be looking more like 8HP maximum, especially considering there is no cam work. I would also think that at 6500rpm the hp would have dropped off considerably and would be more like 6hp or less.
