There are a lot of 50mm single bolt hubs that are illegal then.

It used to be a requirement to have a retainer on the end of the axle when I started racing, but the axles were a lot slimmer then, 25 and 30mm.

I don't think I have ever seen a 50mm axle with a retainer circlip. Most 50mm hubs have a wheel centre pressed into the axle hole that acts as a stop, which means that the standard rim will not fit over a 50mm axle.
