Ideally, the first thing to do is to change your approach.....
Karting is not something where a 'cookbook' of settings applies. If there were such a cookbook, then there would be no skill in setting-up a chassis and no differences between two 'identical' chassis.
What you do is.... spend time practicing until you can repeat the times (down to let's say 0.2 seconds) for at least 5 lap in a row. That will come with practice. Once you've got to that position, you choose a SINGLE adjustment (e.g., rear track width) and adjust that by about 5 cms inward or outward and go and drive that new configuration for another 5 clear laps and compare how the kart felt AND compare the lap times. You then move the rear track in the OPPOSITE direction by 5 cms and repeat the process. Use LARGE adjustments (5cms, because you won't be able to detect a 1cm change through 'feel' or lap times..... yet!)
By then you should know the effect of moving the track width both ways and you will be able to tailor the handing to suit you. Let's say that, narrowing the axle makes the kart understeer more (that's just a guess.....) and widening makes it oversteer. You now know EXACTLY how to tailor your handling by moving the wheels more or less than 5cms in a specific direction.
Once youve done that, you try the same approach with the front axle width, moving from fully inward, through 'middle' to fully outward. That too should move you through understeer and oversteer BUT you should be able to feel the difference in WHERE it develops understeer/oversteer. That will give you a new set of 'tools' to tailor your handling.....
And so on through all the other adjustables. Once you know HOW your kart changes with 'tailoring' you'll be able to dial-in the performance that you need.
But.... if you insist on an anwser to your specific question...... what matters (broadly) is the actual width of the rear track (i.e., tyre contact patch to opposite tyre contact patch: use the outer or inner edges of the wheel as a measuring point) so.... YES, you do need to adjust the width if you have fitted different offset wheels or hubs. It's actually not quite that simple through. The differencews between the two types of hubs and wheels will cause differences in handling which are NOT predictable unless we know the specific kart, hubs, wheel, axle etc..
