A weight increase would be plain stupid and dangerous with some incredibly heavy karts. I already know of some Honda Cadets carrying 15kg of lead, we'd end up with there being more lead than child. In reality if the new engine matches the published criteria of being 0.5s a lap slower than the Comer, the Honda shouldn't really need any restriction. The Honda is generally more than that behind the Comer already.
