You surely aren't saying that you condone full on, intentional contact? I am sure there is banger racing just for that sort of driving!
If driving standards are really that bad the drivers need to speak with the COC and request that the officials punish those that drive in the manner suggested. The team at Teesside have tended to be a little more relaxed than other circuits in the interest of allowing the racing to flow. Issues tend to be sorted between the paddock between the drivers and or a quiet word. It has what has allowed the paddock atmosphere to remain good mannered. Becoming more officious might destroy that and I am not sure that is what anyone wants.
So it needs to be a combination of a few things. Tighter marshalling at the start, accept that there will be some racing incidents at the start but it will be dealt with, drivers agree to accept the coc decision and drivers acknowledgement that errors do occur. Failing that fire the culprit off and see how the paddock atmosphere changes!!
