Its actually almost historic. Dale Karts Ltd built karts in the 60's. This looks like an engine they have badged and used on a kids chassis, may be some kind of fun kart. Thsy have called it a cadet kart but there is connection with the cadet class of today.
Roger Williamson who sadly died at the 1973 Zandvort F1 race used to race in a Dale/Villiers kart which is on display at the Donnington motor museum
