Having driven new Mk2's and a Mk4. There is no real difference in feel. Certainly on Bridgestones, which have cr @ p feed back at the best of times.
The Mk4 having CIK pods just makes that weight transition a bit violent in comparsion to a Mk2 and less controlled as a result. It's just doing the same thing just quicker.
It's no more capable than a Mk2 (which was a very good kart), but lets be honest nobody has found any lap time in prokart chassis design in 10 years +. We've got a bit more grunt than we had but thats about it.
A new Mk4 will clearly be faster than a 2 year old Mk2. A new kart verses an old kart will feel different, fact!
The Mk4 puts 7Kart back where they should be, its a good kart that is worth buying.
