Depends what level you are I guess. Biggest influence on speed is the experience/quality of the driver so i'd always say seat time is the biggest investment you should make when starting out.

There are a few engine tuners out there - have a chat with them all and see who you prefer. I'd recommend the engine you have checked on the dyno so at least you know what you're working with and can plan from there.

Problem you'll find is that each engine tuner has their own dyno range so comparing apples with apples isn't that straightforward.
