I'm pretty sure the Honda junior class was in decline prior to the wide use of bin lids... Cadets tend to also be about 4 years short of being a Senior, are they not!?!?!
Honda Junior was killed by the cadets moving to SL3's, going faster seems to be important to 12 year olds. Also the constant messing with the rules 120's, 1 x 120 and 1 x 160, big volume 160's the list goes on. The virtual monoply on engine building didn't help either... but we all require a service like that to racing, so it is what it is.
The MSA has never allowed them because they have a stupid rule about your feet being open. The bin lid is great for endurance racing, keeps a bit of the weather out... It does give an extra couple of tenths if you get the angle of it right. Is it required for sprint racing not really.
