Jase - how deep are your pockets and how much do you want to spend?
There will always be more expensive engines and higher horsepower, but best to get your engine dyno'd by a reputable engine builder and go from there.
There are a couple of well known ones such as Pro-kart, RPM, UFO, etc - speak to them all and see who you prefer - everyone has their own preferences on here and no dyno seems to be the same so you can't always compare apples with apples.
With cadets though, seat time is king - no point having a fast engine if your driver can't steer round a corner! :)
