We have discussed this before. You are making the classic error of thinking that the best engines have the HIGHEST peak BHP! That's just plain wrong!
If you had engines that produced 1.0bhp throughout the rev range except for a VERY narrow rev-band between 4,900rpm and 5,000rpm where it produced a MASSIVE 7.5bhp ..... and I only had an engines that gave a FAT and FLAT 4.8bhp between 2000rpm and 6000rpm..... then no matter HOW good a driver you are..... I'd THRASH you with a pair of 'my motors' against a pair of yours!
However, the assumption in your question is that a higher 'peak' power is what truly matters..... it AIN'T! The 7.5bhp engine above sounds FABULOUS if that's the ONLY figure we quote......but it would be completely USELESS in racing!
So.... you simply cannot use the 'peak bhp' as a way of distinguishing motors as being better than another motor.
The best test is to 'look-around-you'. Are those with SP motors easily beating non SP motors in races REGULARLY? How you find out if 'Team XYZ's' motors are SP or not is another matter,
If the quick guys are spending a fortune on RPM SP motors.... they are probably worth it........
