I would be inclined to remove the tab - you just can't be sure that it is in the correct place and it also means you can clean it easier. I used a dremill but I dare say a junior hacksaw would work.

Setting is around 2 - 2&1/2 turns out from closed. With the engine running at fast idle (say 2,500 revs) wind in then back out. You will hear the revs pick up noticeably around 2 - 2&1/2 turns from fully closed. Peak revs is the optimal point for the setting. (Fully in the engine may stall so be quick at winding it back out again).
