It may well be aq 'design feature'.

If your brakes do not have 'return springs' in or on the caliper/pads then the 'design logic' is often as follows:-

"Brake disks are not perfectly flat, thus, when you release the brakes, the fractional 'run-out' will push the pads back far enough to clear the disk and thus don't NEED springs to push/pull them back"

.... and, no, I have never liked that logic much, either!
