Most cadets will run the the 20tooth clutch. The principal is the same as the front cogs on a bicycle. Smaller cog gives greater acceloration but less top speed and the bigger cog will be the opposite.

On a kart,however, the difference between 19 to 20 teeth on the clutch sprocket makes about 2.5 teeth difference at the rear. Accordingly I would stick with a 20 and adjust gearing by replacing the rear sprocket.
