I would suggest that welding would not be permited as it prevents a scrutineer agining access to the exhaust body that may have something un-toward under the heat sheild.

Before doing anything I would speak with a scrutineer and seek clarification. I bet it gets caught under the part in the regs on removal or addition of material.
