there is a centrifugal mechanism/exhaust valve lifter rivetted to the camshaft gear.
It is engaged/operates below 200 revs per minute.
So, pulling the engine over will not turn the crankshaft fast enough to disengage the exhaust valve lifter.
The exhaust valve lifter is there to make starting easier by reducing the compression.

On a side note, if you ever experience a severe pull back of the starter cord it could be due to the centri' mechanism needing cleaning and lubrication.
