That is due to lack of any proper CoC at PFI. Very weak indeed. Drivers in the main are fine but the nutters and those with their nose out of joint get away with it irrespective of class (or lack of it!!). It is one step forward and half a dozen back there which is a real shame as it could easily be the premier sprint event in the UK.
