Yes totally normal. Make sure the tyre pressures are the same front and rear and on a flat surface the lift left and right should be about the same.

Sitting in the kart the wheels will not lift but you should feel the chassis try to torque itself into lifting the inside rear. Standing still it will feel like a chassis twisting in tension. When moving it results in teh inside rear wheel lifting.
