Compression seems a bit low - ok but I would expect over 150psi if the valve seals are good. Unloaded, however, this wouldn't impact on the max revs.

Air gap on the coil I normally set at 0.008".

When you changed the coil did you use the same plug cap?

Check the push rods have not been bent and that the rockers are fully intact (ie look for hair line cracks).

By-pass the fuel pump and use gravity to feed the carb to remove doubt on the pump's performamce (check all the pipes for cinks and splits.

When was the bottom end last re-built? Has all the govenor mechanisim been removed?
