The ultimate speed will be driven by the gearing - a tuned will only achieve the same speed on 22/63 but will probably get there quicker.

Speed in isolation, however, is a bit irrelevant. It is the speed differential between you and the kart in front that is important. Speed only then becomes important when you are going backwards as this will give a kind of indication of how much it is going to hurt!
