Helmet homologation -no specific time limit to my knowledge, but current Snell SA (special application) will cover you for MSA and non-MSA. The BS blue label is due to expire shortly for MSA. Even if regular ECE spec helmets are accepted at your non-MSA track, personally I'd still look at a Snell spec helmet, My own BS blue label AGV is getting a bit tired inside, and I'll look at a Snell helmet to replace it when the time comes. I actually emailed Snell over a tech query, and they replied very quickly...they've got real people working there!!!

I'm in my first season this year, and all I can say is that it's hard work (but not impossible) to do the event solo..so get a helper if you can...just the whole faffing about of getting from paddock to grid, spannering, fitting wets, knowing when the next heat is being called to form-up etc. means its a long hard day for the one man team. With prokarts the chances of being stranded out on the track are pretty low, unless you really total your rig in a shunt or throw a chain. I'm sure as a newbie if you have a word with some of the other racers they'll look out for you and give you a hand. For example, my last time out at Stretton I had a split fuel line on the carb: I stripped the motor (immediately I told someone they told me exactly what I need to do) and within 5 minutes someone came to me with a length of fuelpipe and I was up and running for the next race.

Your budget sounds plenty to get a decent rig...see what's working well at your local track, and have a good 'eyeball' at the karts on the racetrack, to make sure you are familiar with a race-legal rig. Stuff such as full chain guards, set of wets and running the proper tyres for your series can add quite a bit of money to your initial outlay.
