The minimum is as narrow as you can get and the widest is the hubs at the end of the axle. Prokart regs are still in the MSA blue/kart book which talks about bumper angle & requirement to cover 50% of the rear wheels - so the bumper will be the restriction.

Can't help with bars or wet set up for 03 MS specifically - young Lewis might be able to point you in th eright direction.
