It could be loads of things in in theory your test is right but the result (front wheel lift) should be the same on both sides, however, a few things to check.

1. Is the floor level
2. Are the tyre pressures equal
3. Are the rims the same size - eg rear 180/200mmx2 and front 120/130 x2
4. Is the front width equal (eg same spacers)
5, do the stub axles match
6. Is the ride height equal (spacers between the chassis and the stub axle
7. Is the king pin and or stub axle bent (and are the bearings in the stub axle ok)
8. is the rear width equal (measure from the bearing carriers to the outer face of the hub)
9. Is front castor equal

If you check all of these (and a few more in all probabiity) and you still don't get the equal lift then the acid test is to remove the seat and measure diagonally between the king pin bolt and the rear axle hanger (assuming this is straight) or the end of the axle (but make sure it is centered in the chassis - eg same length protrudes from the chassis). I wouldn't be too concerned if this is only out by a couple of mm otherwise you are looking to find someone with a flat bed and a big metal pole!
