My daughter has a Trulli which is essentially a rocky. It does not have any permanent seat stays but rather ones that simply clamp to the chassis rails. The right one is, however, clamped to the diagonal cross rail behind the seat for the reason you indicated and certainly passed numerous scrutineering tests when it was raced previously at MSA events.

Whether removing the permanent mounts is allowed I can't say but it is certainly worth asking a scrutineer before you take out the hacksaw - at least you know that the chassis will take a honda with a few mods.
