If you could tell us what engine it is on then it would help!
For the time being I will guess it is a Honda Gx160. On the carb you have two screws... the black philips head is the tickover, turning that clockwise will turn up the tickover, increasing the revs of a standing engine.
There is a smaller gold screw with a flat head on, that is the mixture. Turning that clockwise gives you a richer (less air more fuel) mixture.
