I suspect it's a 'terminology' thing!

You have asked about 'axle clamps'. The thing you have described is more often referred to as an:-

Axle COLLAR

Other devices WERE called 'axle clamps'. These tended to be large (sometimes) 'dumbell' shaped object which clamped around the axle to alter the manner in which the axle flexed.
