Bit unfair that. There are a number of long established engine builders who have always operated to the highest standards, and probably the same applies to newcomers.
If you have the knowledge to show you have been given a 'botched'job, then 'Name and Shame'
Bear in mind that most of the cost of rebuilds is in the parts and that building a decent engine requires high levels of skill and a lot of expensive equipment.
If you are still unconvinced you can always run in an unsealed class and build your own....Can't you??
