However, returning to the 1970's should or would only be necessary if manufacturers were still using the machines and techniques available in the 70's.

They aren't.

The lynx engine, with over a decade of use has come up with a large number of ways to improve performance, but being blueprinted isn't one of them. Modifying the ports, increasing compression, lightening components may be....but they'd be illegal under your rules too.

And somehow I doubt that Talko's manufacturing is done on belt driven lathes any more than Iame!

Unless one is suggesting that Talko have deliberately set their tolerances wide so that they can produce selected engines for a limited number of drivers. Is that a secret that would last long?
